NEW: Launcher

NEW: City Settings
- User games now have a "City Settings" button in the Esc menu. It opens the original city settings screen, with eight vertical sliders: Difficulty (0-3) and the seven mission types (Fire, Crime, Rescue, Riot, Traffic, Medical, Transport, each 0-100).
- OK (or Enter) applies the changes and saves them to VRopter's own copter.cfg. Cancel (or Esc) discards them. VRopter never writes to the original game's copter.cfg.

NEW: Browse for city and save files
- The New/Open game picker has a "Browse" button. Folders show on the left and matching files on the right, and you can go all the way up to the drive list.
- Double-click or press Enter to open. Backspace goes up a folder, and Left/Right/Tab switch between the two sides.
- It remembers the last folder you opened a file from, with separate folders for cities and for saves.

Opening files
- City files are checked the same way the original game checks them. Invalid files show the original's error messages ("Wrong type", "Incomplete file", "City .sc2 file not found", "File appears to be corrupt", "Unable to open").

Saving
- Saves now store the city as it is when you save. Buildings that burned down stay gone when you load.
- Saves are never written into the original game's folder, and a save can never overwrite a city file.

Leave City
- Leave City now asks "Are you sure you want to leave this city?", then "Do you want to save the game?", like the original. If the save fails, you stay in the city so you can read the error.

Graphics
- Tonemapping changed from ACES to Neutral. Blinking lights keep their true colours: blue no longer turns purple and red no longer turns pink.
- Blinking lights are no longer brightness-capped, so they light the area around them more.

Reverse engineering
- Named more functions in the original game: the file-type check, the .sc2 check, the file error box, and the City Settings screen.
